Mr. Kephart has 30 years of diverse experience in the construction industry. His field experiences started as a carpenter and was promoted to foreman, general foreman, project superintendent and project manager. Prior to working at RBCG, Jim served as Director of Operations and Project Executive for a major Pittsburgh construction company. He developed and implemented a management process for construction operations, safety, QA/ QC, and continuing education training for staff. Jim supervised the preparation and implementation of all safety protocols on project sites and has served as the Chairman of the company’s Safety Committee. Jim provides management oversight of senior project managers, project managers and project superintendents to ensure delivery of defined results and deliverables. Jim’s project experience extends to hospitals, higher education, power plants, industrial, hospitality, luxury condos, K-12 schools, commercial office complexes, manufacturing, and government facilities.

Mr. Bleier, together with Jim Gyurina and John Gyurina, organized RBVetCo, LLC in 2004. Mr. Bleier is the Managing Member and majority owner (52%) of the Company and is responsible for administering the day-to day affairs of the business.
Duties and responsibilities as Managing Member of RBVetCo include, but are not limited to:
- Responsible for profit/loss of Company operations
- Formulation of short (1-3 years) and long (3-7 years) term strategic growth plans for presentation to owners and staff. The purpose of strategic planning is to promote the Company’s core general contracting construction business and to investigate, develop and promote alternative revenue sources.
- Conduct initial reviews of government solicitation offerings, proposals and inquiries from third parties who are interested in doing business with RBVetCo. After follow-up phone calls and meetings, I determine which projects should be added to our bid, marketing and strategic planning agendas.
- Diversification of our revenue sources is a priority that requires my time, attention, participation and direction.
- Meeting with the Company’s accountants, auditors, insurers and bonding agents and brokers to review and discuss insurance, bonding and financial performance issues, including projected short term (6 months) and extended (12-18 months) construction project bonding requirements.
- Preside and direct staff meetings, including work assignments, work load issues and staff questions.
- When appropriate, attend construction project progress meetings, depending on the nature of a particular project (including whether there are project management issues that require my input with the project Owner or Owner’s representatives at any particular meeting.
- Assist staff with bid preparation of “hard bid” projects.
- Assist staff with negotiated/RFP/Proposal projects.
- Coordinate staff hiring and termination decisions; determine employment terms.
- Conduct employee performance reviews.
- Work with staff to develop and streamline cost effective, efficient and profitablebusiness operating practices and strategies.
